When using popular labels macro in Confluence that is setup with SQL Server, the labels are rendered inside "Popular Labels macro" as question marks, see screenshots
Also with Greek fonts and MySQL

      Steps to Reproduce

      1. Edit a page >> insert Popular Labels macro >> Update
      2. View the page now, all labels that have Japanese or Cyrillic characters are rendered as question marks (?????)

      DB setup with "SQL_Latin1_General_CP1_CS_AS" collation

      Expected Results

Labels with Japanese or Cyrillic characters should be rendered correctly

      Actual Results
