Problem

Currently when a page is restricted by a user, a system admin cannot view/edit this page.

Suggested Solution

When a system admin accesses a restricted page, they should be prompted with an option that declares that the page is restricted and if they would still like to view the page. And the admin should be able to view/edit page after answering yes for this prompt. In Parallel, the owner of the page must be intimated about the administrator viewing the page.

Why This Is Important

This would ensure that admins have access to all pages, albeit with some intimation about the restriction.
