The plugin "Confluence Cloud Migration Assistant' plugin comes by default with Confluence. Data Center edition customers should be allowed to completely uninstall the app if they're confident they won't be migrating to the cloud. Currently, we can only disable it. It's just a waste of resources and shouldn't be forced upon users by Atlassian.
