Issue Summary

When a user has a full name in Last Name, First Name format the first name is not searchable in the "People who can view this page" UI.

Also when the user has a full name in First Name Last Name format the last name is not searchable.

First name and last name combined format (ie: JohnDoe or johndoe) also does not allow search by last name.

Steps to Reproduce

1. Create a user and give them a full name in Last Name, First Name format
2. Give them permissions to view a page
3. Navigate to "People who can view this page" on the page
4. Search for their first name

3. Navigate to "People who can view this page" on the page
4. Search for their last name

Expected Results

• The user is listed

Actual Results

• No results are returned

Workaround

• Change the user's full name to the following format if wanting to search by first name: First Name Last Name (i.e. John Doe)
• Search via last name or username using Last Name, First Name format
