Issue Summary

"Smooth scrolling" browser feature causes issues for Table of Contents macro and for editor

Steps to Reproduce

Case 1) Table of contents

1. Make sure "Smooth scrolling" feature is enabled by navigating to menu chrome://flags/#smooth-scrolling
2. Create new page which contains table of contents and few headings containing block of text
3. Click on one of the headers rendered by ToC macro
   Case 2) Page editor, find functionality
4. Enter page editor
5. Try to search for reoccurring substring (by using ctrl+f keys combination) added to blocks of text

Expected Results

Case 1)

Case 2)
It is possible to navigate through returned substrings

Actual Results

Case1)

Case 2) it is not possible to jump to another elements returned by the search

Workaround

Disable smooth scrolling browser setting
