Instructional text mode in template keeps when input multibyte character (Japanese or Chinese)

      Issue Summary

      When typing a letter or a word in instructional text (or hint) of template, the Instructional text mode will change to normal text mode automatically. The background color of the input place will change from grey to white.
      However, if the input is a multibyte character like Japanese or Chinese, the Instructional text mode will be kept, the background will keep as grey.

      The reproducing of above issue depends on browser.

      Steps to Reproduce

      1. Create a product requirements template
      2. Put mouse pointer on any instructional text(hint) area
      3. Shift input mode to Hiragana (Japanese) mode
      4. Type 'あいう' in Japanese mode
      5. All new input will be treated as instructional text.

      Expected Results

      The new input will be treated as normal text input without grey background.

      Actual Results

      The new input will be treated as instructional text with grey background.

      Workaround

      Input in English mode first, make the grey area of instructional text disappear, and then input in Japanese/Chinese mode.
