Unable to search for exact username with Korean Characters

Issue Summary

User's name is just the 'two characters' which is 안현. When 안현 is entered in the 'Add People', the other names which contain 안현 in their names are being displayed instead of the user that only has '안현' as the exact/ full name.

Steps to Reproduce

1. Create a user name with '안현':
   
2. Create another 10 user names with '안현' and additional one character:
   
3. Enter '안현' in the Add People and found that the other names with that 2 characters are being displayed instead of the username that has only '안현' as their name.
   

Expected Results

Username with only '안현' supposed to be in the result first followed by the others that has part of '안현', or display all results inclusive of the '안현'.

Actual Results

The user with only '안현' does not appear in the result. All the other names that have ''안현'' in their name are listed. The list only contains 10 suggestion and

Currently there is no known workaround for this behavior. A workaround will be added here when available
