Provide the ability to update the license during the upgrade error screen

Summary

During the upgrade process, if there is an issue with the license, the following message appears in the log:

If you have a new license, please enter it on this page (/<yourcontextpath>/fixonly/fixlicense.action) and restart.

Suggestion

It would be better if it were possible to update the license from that error screen or automatically redirect users to update the license with the instructions to restart the Confluence site.
