Slider to change the size of avatar picture does not work when the picture is 200X200 px

Problem

Slider to change the size of the avatar(profile) picture does not work when the picture is 200X200 dimension

Steps to Reproduce

1. Choose your user name at the top right of the screen, then choose Profile.
2. In the Profile section, click the Picture icon  to open the Select a User Avatar dialog box.

Use the picture in the attachment as the profile picture

Expected Results

You are able to resize the picture using the slider.

Actual Results

You cannot resize the picture using the slider.

Workaround

Use a picture with more than 200x200 dimension
