Issue Summary
When the order of directories is changed, Gatekeeper is not aware of it and does not update its user cache.

Steps to Reproduce
- Configure two directories with a user which exists in both directories
- Change the order of directories
Expected Results
User cache must contain the user from the directory with the highest priority
Actual Results
User is not updated in user cache
Notes
- ApplicationDirectoryOrderUpdatedEvent is sent when the position of a directory is changed.
- We receive the only one event. For example, we have two directories and moved one of them. Even though positions of both directories are changed, we will get one event only.
Workaround
The system administrator can disable and then enable the plugin to make it refresh the user cache.
