Issue Summary

If you access the Rate limiting admin screen (via URL or a bookmark for example), the screen displays, and appears to be functional

Rate limiting is only available with a Data Center license.

Steps to Reproduce

1. Install Confluence with a Server license
2. Go to http://localhost:8090/plugins/servlet/ratelimiting

Expected Results

Either the page does not load (not permitted error), or the page loads, with a message that the feature is not available for Data Center.

Actual Results

Page loads, and appears to be functional. Also rate limiting itself seems to still be working.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
