Issue Summary

If you access the CDN admin screen (via URL or a bookmark for example), the screen displays, but with a spinner.

CDN is only available with a Data Center license.

Steps to Reproduce

1. Install Confluence with a Server license
2. Go to http://localhost:8090/plugins/servlet/content-distribution

Expected Results

Either the page does not load (not permitted error), or the page loads, with a message that the feature is not available for Data Center.

Actual Results

Page loads, but with a never ending spinner.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
