In CONFSERVER-45045, the fix for the Request Access feature states that:
Basically two things were updated:
Before the update we always sent one request email. Now we can send from 1 to 5 request emails to different people.
We have changed the rules how email recipients are found. Now we choose them from page contributors and space admins, sort this list and send the emails to the top 5 people.
However, and this comes from a customer's use case:
the overall concern in this feature is that in some cases people who have contributed to the page, can still see the page, and have 'Restrict' or 'Admin' space permission (sorted by last edit date), might actually be the empty set when the notified admins list is set up.
And then, because to make life simpler admin wise, we have generally granted confluence-admins (i.e. the system admins) admin permission on all the spaces and then there are the space admins that are really the content owners/managers of the space. So for space administrators who can see the page (sorted alphabetically) that set of people is combined and the 5 closest to A in the alphabet are chosen.
We would really like to prefer that people who have space admin NOT via the group of system administrators be sorted in this list above people who are system administrators.
This looks like a very solid use case and, thus, this suggestion is opened to actually focus on space admins to be the priority of the notified users when someone asks for access on a restricted page.
