UPM doesn't count user installed add-ons properly

      Steps

      1. Install Confluence 7-beta1
      2. Navigate to Manage Apps
      3. There are no user installed add-ons

      What happened...
      The following warning is logged,

      2019-09-05 11:39:53,385 WARN [http-nio-6701-exec-9] [atlassian.upm.pac.PacClientImpl] getUpdates The request to check for add-on updates may take longer than expected because 205 user-installed add-ons are installed. This may impact the performance of loading the Manage Add-ons page.

      What should have happened...

      The log mentions 205 user-installed add-ons, although there is none.

      Notes

      The issue looks similar to https://ecosystem.atlassian.net/browse/UPM-5640 - though, it has been marked as Fixed
