Issue Summary

Anchor links that are sent to mail notifications are not working correctly

Steps to Reproduce

1. Have a confluence that has a mail server
2. Create a page
3. Create an anchor link.
4. Create a task that includes a reference to the anchor link.
5. Assign task to a user.
6. In resulting email notification the user will get a link of that anchor link
   

Expected Results

Clicking the link will take you to the correct anchor link, which has the following format:

<base-url>/display/<space>/<page-name>#<anchor-name>

Actual Results

The link does not work and only take you to a link with the following format

<base-url>#<anchor-name>

Go to the link of the page instead, and search for the task in that page
