Dashboard shows all spaces for confluence-administrators group but not for users with 'Administrate' permission

    Description

      This is currently by design, as it allows confluence-administrators special access to "save" a space when the permissions are set to lock everyone else out.

      It will be resolved once we replace this "superuser" access with admin functionality for fixing broken space permissions (CONF-4616).
