Steps to reproduce

1. Create a page with title that contains a Pound sign.
   • Example: Page #1
2. Add the Anchor macro and give it a name.
   • Example: Anchor1
3. While pasting the link with the anchor syntax directly in the browser works.
   • http://localhost:8090/display/S3/Page+%231#Page#1-Anchor1
4. If we were to paste the link above onto another page in Confluence and click on it, it will create a new page instead.
