Include Comments into quick search by default

Problem Description

Current quick search is excluding comments by default unless specifically selected from the content type. This is per design as outlined in Search page

Proposed Behavior

A better behaviour would be if

• Comments are included by default into the quick search content type and can be unticked if the search is customised
• Quick search defaults for all users can be modified from admin panel depending on the business case
