WARN about Duplicate Packages after Upgrade to 6.13

      Issue Summary

      AFter a user upgrades to 6.13, there is log WARNings about duplicate packages. Users are unsure if there is a functional impact or if they should intervene in some way.

      Environment

      Confluence

      Steps to Reproduce

      1. Upgrade from Confluence 6.6. to 6.13
      2. Tail the logs after 6.13 start up

      Expected Results

      No warnings about duplicates

      Actual Results

      You receive the following in the logs:

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available

      Notes

      There doesn't appear to be any functional impact to this other than creating uncertainty in the users and subsequently contacting support to ask for guidance on whether they need to address the duplicate issue
