Currently, TLS 1.0 is used when Use TLS option is checked in Confluence Mail Server Configuration while TLS 1.2 is used in Jira Mail Server SMTP Protocol.
Therefore, it would be more convenient to enforce TLS v1.2 for the Confluence Mail Server SMTP Protocol.
Workaround
Add the following parameter in Confluence system properties:
-Dmail.smtp.ssl.protocols=TLSv1.2
Please refer to Configuring System properties to add the parameter.
I'm on Confluence 7.1.2, have the Use TLS checkbox on and have NOT configured the proposed workaround in Confluence system properties. The system does not have a problem sending email via SMTP server that does not accept TLS 1.0.
Prior to upgrading to 7.1, it only worked with the workaround and would throw an error without it.
