As a user, when I create a task I want to be able to restrict its modification to the creator or administrators

At the moment, any user who can edit a page can modify a task (for example, the due date)

Suggested Solution
It would be more useful if only the creator of the task or an administrator could set the task to complete. To do this, we would need to permit checking off a task, but not modifying the content, assignee, or due date of the task.
