com.atlassian.confluence.event.events.content.page.PageCopyEvent seems to be fired only in case option Include child pages is selected by user.
In case user wants to copy only page itself, the event is not fired.

For custom developments it is extremely helpful to be able to hook into pages being copied no matter whether they are copied including their children or not.
