Direct access to the question or answer always scroll to the answer editor on Firefox and IE

Step to reproduce the issue

1. Create a new question and a few answer that push the answer editor box out of the screen.
2. With Firefox / IE, Access the question via the dashboard or direct URL like "<Confluence baseURL>/question/<ID>" or the answer with direct URL like "<Confluence baseURL>/question/<ID>/answer/<ID>"

Expected behaviour

It should show the selected question or answer.

Actual behaviour

It scroll to the answer editor box all the time.

Notes

The Chrome browser is not affected by this bug.
