Create templates does not work with "group" space administrator

    • Using tomcat with jira user management.

      Appears that we need to add "Individual Users" permission to "Space Admin" to allow that person to "add new space template", versus having that person in a group that has "Space Admin" permission. Note that we have confluence using the Jira user management.
