Currently, the Page Sharing option in Confluence is controlled by the Share Page add-on Manage add-ons > System > Share Page, however, it doesn't seem to be possible to disable the sharing with users, groups or mail.

It would be great to split those sharing options, so if needed, we can disabled them individually.
