Store Confluence plugins in the file system instead of database

      Storing Confluence plugins in the database makes database dumps painful, due to the size of the table. All the other applications - as far as we're aware - store their plugin JAR data in the filesystem.

      Is there some justification for storing Confluence's plugins in the database and then pulling them down to the file system on startup?
