JIRA Charts Macro Not Added through Macro Suggestions & Browser (no JIRA integration)

Summary

The JIRA Charts macro cannot be added through the Macro Suggestions and from the Macro Browser when no JIRA is connected to it

Environment

• Confluence Server 6.11.0
• Confluence Server 6.9.0

Steps to Reproduce

1. Type {jira} to bring out the Macro suggestion in the page
   
2. Highlight JIRA Charts and press enter to include the macro

OR

1. Click on the + icon to bring out the macro browser
2. Click on the JIRA Charts macro to add it to the page

Expected Results

The user is informed that there is no Jira instance or that there is an issue with their application links.

Actual Results

Nothing happens. Pressing enter does not include the macro into the page

Workaround

Ensure that a JIRA instance is connected to the Confluence instance when adding the JIRA Charts macro. The dialog will be displayed as expected:
