Confluence 6.10 64bit linux, postgreSQL9.5, Google chrome 68.0.3440.84

Steps to replicate

• Create Confluence page
• Add Layout section.
• Add "Heading 1" type of text to layout section
• Add second, empty laoyut section
• Save the page
  

Expected results

Scrollbar is not rendered

Actual results

Scrollbar is visible
