Steps to reproduce

Edit a page and put content inside a macro, eg Deck of Cards (Composition), HTML Macro etc
Disable that plugin and perform a restart
Continue to edit the content inside the macro
Re-enable the plugin and perform a restart
Observe that content inside the macro is lost

NB: This is particularly impactful when all plugins are disabled using plugin safe mode, as it will affect many plugins.
