Editor toolbar won't automatically recognize (normal) Paragraph style when no formatting is applied

Steps to Reproduce the Issue

1. Create a Page from the Meeting Notes template.
   • Using the template is not a variable for having the issue, but it speeds up the process with pre-build formatting ant text.
2. Add some text to the page.
   • Add some attendees to the bullet list in the template.
   • Add some goals.
   • Add some items to the task list in the Action items
   • Add some random text along the page.
3. Publish the new page.
   • See example in the image below.
     
4. Go to the editor mode.
5. Place the mouse in a line formatted as a Heading 2.
   • The paragraph format in the editor toolbar changes to Heading 2.
     
6. Place the mouse in a line formatted as a Paragraph.
   • The paragraph format in the editor toolbar changes to Paragraph.
     
7. Now, in this exactly order, place the mouse in a line formatted as a Heading 2 and then place the mouse in a line within the bullet list.
   • The paragraph format in the editor toolbar keeps as Heading 2 when it should be a Paragraph.
     

Expected Behavior

If you strictly set (as the image below) the bullet list formatting to a Paragraph, the above mentioned bug won't occur.

Comparing the storage format of both versions show that the editor toolbar will only automatically recognize the line/paragraph format if it is strictly set in that line.
  

The expected behavior is that the editor toolbar would automatically recognize these types of situation, when the paragraph format is not set.
