Top page toolbar overlaps with page anchors

Environment:

Confluence 6.7.0, PostgreSQL 9.5, Google Chrome, IE11

Steps to replicate

1. Create new page
2. Create 6 headings.
3. Add page Anchors linked with headings created in previous steps.
   
4. Create anchor links to all anchors below the heading.
   
5. Add some text characters below headings
   
6. Save the page
7. Test case1: Navigate to particular anchor links from top to bottom
8. Test case2 Navigate to anchor links from bottom to top

Expected results

In both scenarios (top to bottom, bottom to top):

Actual results

• Test case1 (top to bottom) is rendered as expected.
• Test case2 (bottom to top) - top page toolbar overlaps with headings:
