Forgot Password field allows users to enter any email

Summary

Forgot Password field allows any email address. Even non valid email address

Steps to Reproduce

1. Set up mail server in Confluence
2. Go to Confluence login page
3. Click on "Forgot password" (<base_URL>/forgotuserpassword.action)
4. Enter any email address
   
5. Click "Send it to me

Expected Results

1. Give an error message about email address being invalid.
2. If the email address is being entered is not a user of Confluence, Give an error message that there are no account with that email

Actual Results

1. The email address is accepted:
