Allow a mechanism (API) to disable/suppress email notifications on page creations.

Notes

I have a plugin called Blog Tools for Confluence. which intercepts Page Templates and converts then to Blog Posts.

With you new architecture in Confluenc 5.10, I had to re-write my code, (see DEVHELP-137).

Customers are now complaining that they get 2 emails, one from the original Page creation, and one from the Blog Post my plugin creates (and deletes the Original Page). I was forced to do this because you guys removed the CreatePageTemplate listener !!!!!!!

So, how can I suppress the emails being sent from the Page creation, before my plugin kicks in?

I am getting multiple customers complain. P.S. The email notification from the Page Creation has broken links, since I delete the page. Customers don't like this.
