Search returns Not Permitted when Unlicensed Access searching

Summary

When using a Confluence Search as an Unlicensed Access user (Service Desk Customer), the user is unable to get search suggestions (forever loop) and when the user hits 'return' to run the search, he is redirected to /dosearchsite.action and sees "Not Permitted"

Environment

• Confluence 6.4.1
• JSD 3.8

Steps to Reproduce

1. Link a JIRA Service Desk project to a Space
2. Create a page.
3. Login as a Service Desk customer (user without Confluence or JIRA Application access)
4. Login to Confluence.
5. Search for the page in Confluence
6. hit "Enter" on the keyboard

Expected Results

Search results are shown.

Actual Results

"Not Permitted" page is shown.
