Steps

1. Create a page.
2. Add edit restrictions to it.
3. Notice the lock icon is grey and unlocked.
4. Refresh the page.
5. Notice the lock icon is now red and unlocked (which is wrong).
6. Click it to edit restrictions.
7. Notice the icon has changed to gray.

Expected

The Page Restrictions icon should not change (grey unlocked). Red unlocked means the page inherits restrictions from other pages.
