When using IE and add image and enough content for scroll to show up, IE starts flickering up and down, when clicking on image, image popup for size is not available on first several clicks on image.

Steps to reproduce:

1. Edit a page using Internet Explorer 11
2. Enable 'Page Layout' in the toolbar, so the content gets into a single column section;
3. Add content until the scrollbar appears;
4. Add image to the content
5. Type some text or click on images/macros;

Expected behavior

Editor remains stable, image popup is shown.

Actual behavior

The scroll bar rapidly bounces to the very top and then back to the cursor. Image size popup is not present.

Notes:
Clicking multiple times to to image will eventually show image size popup.
