Add title parameter to noformat macro ( and you can rename it at the same time to 'block' )

      would like to give the block macro ( currently misnamed nofromat, what is noformat ? this macro clearly formats it's content , so please call ut block before there are issues with backward compatibility) a title ( see attached picture )
