Edit of a Web Link should be more consistent on whether it encodes special characters

      When editing a Web Link.  If the link contains % it is encoded to %25 which then breaks the link.

      Example:

      https://servicenow.com/catalog.do?uri=com.glideapp.servicecatalog_cat_item_view.do?v=1%26sysparm_id=blah

becomes...
https://servicenow.com/catalog.do?uri=com.glideapp.servicecatalog_cat_item_view.do?v=1%2526sysparm_id=blah
