Customers have asked for the ability to set "moderators" who aren't Confluence Questions admins but have the ability to curate questions and answers. They need the ability to do things like:

edit questions and answers (to fix typos, etc)
edit question topics
turn answers into comments (and vice versa)
delete inappropriate questions

Global settings would look something like this
