If the Anonymous use doesn't have global USE permission, showing space-level anonymous permissions is confusing.

If there is no global USE_CONFLUENCE permission for anonymous users, the space perms page shouldn't show the anon section, and should instead say something like:

"Anonymous access must be enabled globally before you can allow anonymous access to a space."

If the user is a global admin, provide a direct link to the global perms page.
