Email flood on down and upvoting questions

      Whenever a user downvotes my answer and upvotes it again, a new email gets triggered. This causes my inbox to be flooded but more severe is the fact that the mail queue fills up.

      CQ should send an email only once or at least with a delay of maybe 5 minutes after the last vote.

      Edit: this also affects answers
