Formalize set up procedure r.e. existing users and existing groups in a delegation

      We need a policy regarding setting up with a delegation chain.

      If we allow for people to incorporate existing users or groups into the setup - i.e. an ldap confluence-users or an ldap admin account - we need to add a particular set up step.
