Unable to use the RTE's "link" button while editing an answer

    Description

      NOTE: This bug report is for Confluence Server. Using Confluence Cloud? See the corresponding bug report.

      When clicking on the 'link' button in the RTE while editing a comment, the dialog does not appear (nothing happens at all).

      Instead the following JavaScript error is generated:

      Error: f.dialog is not a function
