Users with the Confluence Administrator or System Administrator permissions receive notifications to questions tagged with watched topics in restricted spaces

Summary

A user with either the Confluence Administrator or System Administrator permission will receive a notification for a question that is tagged with a 'watched' topic even when the question is posted in a restricted space.

Steps to Reproduce

1. Create a test user such as 'notificationuser'
2. In Global Permissions, grant the Confluence Administrator and/or System Administrator permission to the test user account
3. With the test user account, follow a topic such as 'topictofollow'
4. Log in using a different user that has 'Create Space' permissions
5. Create a new space and restrict the user created in Step 1
6. Create a new question in the space created and tag it with the followed topic (i.e. topictofollow)

Expected Results

The user will not receive a notification as they do not have access to the Space.

Actual Results

A notification/email is received. Clicking the link included in the email will lead to a "Page Not Found" error as the page is not accessible to the user.

Workaround

Atlassian recommends not using your administration account for regular use of Confluence. Create separate admin and user accounts instead.
