JIRA Link is not shown in Confluence when JIRA is not yet running while Confluence is starting up

Steps to reproduce:

1. Install Confluence 5.10.x
2. Install JIRA Software 7.0.x
3. Create Application Link using 2-Legged Oauth
4. Link page to issue and vice versa
5. JIRA Link will appear as per shown in example 
6. Shutdown JIRA and Confluence
7. Startup Confluence first
8. Once Confluence is up and running, startup JIRA
9. Link another JIRA issue to Confluence page

Expected Result

Confluence will show JIRA Links as shown below

Actual Result

Page is linked, but the JIRA Links is not shown

Workaround

Ensure to start Confluence only when JIRA is already up and running.
