Update the use of webwork.i18n.encoding to use the value of settingsManager.getDefaultEncoding().

      The webwork.i18n.encoding property tells webwork what encoding to use. Currently, this is always UTF-8, which causes problems when the default confluence encoding is something else.

      These need to be in sync.
