When Confluence is still starting up and you attempt to access the website via the URL, the browser spins without any indication that Confluence is still in the process of starting up. This can cause confusion for the administrator as they get the impression that something is wrong with the instance.

Suggest Solution

Implement a startup splash screen similar to the one in JIRA so that administrators can immediately see what Confluence is doing in the background.
