Description
Summary
Notification isn't sent to page/space watchers, when user adds/edits a comment on a attched file.
User adds/edits a comment on a attachment file(like a pdf) on a watching page.
However a notification isn't sent to page watchers/space watchers.

Environment
- Confluence 5.7

Steps to Reproduce
- Attach a pdf file to a page.
- User1 watches the page. User2 watch the space of the page.
- Click the thumbnail the file.
- Drag the pin icon from the bottom of the preview and drop it where you want to comment.
- Add your comment and Save
- Edit the comment adn Save
Expected Results
Notification is sent to Page/Space watchers
Actual Results
Notification isn't sent to Page/Space watchers against an expectation.
It should be sent to watchers, when a comment adds/edits.
Workaround
no workaround at this moment.
