Possibly related to ~~CONFDEV-46722~~

I installed 6.0.0m-70 using the Windows installer. Fresh install into a newly created directory and got this error

This can't be good! A bunch of other files threw the same error.

Install seems to have proceeded successfully from here on - but still worries me when combined with my failed upgrade in ~~CONFDEV-46722~~
