Synchrony was unavailable after fresh installation

Fresh installation of Confluence 6.0.0-beta3 against Postgres succeeded however Synchrony was not available after the initial setup had completed.

Synchrony needed to be restarted before it was available. After shutting down Confluence and restarting, Synchrony started up correctly.

Logs from the initial installation, and restart of Synchrony using default settings:

• catalina.2016-09-21.log
• gc-2016-09-21_12-43-15.log.0.current
• catalina.out
• atlassian-confluence.log

Method for setting up Confluence:

1. Unzip tar
2. Adjust confluence-init.properties to point to home directory
3. Set control port to 8600, HTTP port to 10600, context to /confluence
4. Start Confluence, browse to http://localhost:10600/confluence/
5. Complete installation with developer license and evaluation space as per normal
